New Rules Of Measurement

New Rules of Measurement is a consistent cost management framework for the whole life cycle of construction. It provides structured set of rules for measuring and capturing cost data that are for the measurement of construction and maintenance. NRM consists of three parts. Each part is used at different stages of construction which can be observed in the given figure.


NEW RULES OF MEASUREMENT 1

NRM 1 was first published in 2009 and updated in 2011 in par with comments from practitioners-Building Cost Information Service. It provides guidance on the specification of building works during the preparation of cost estimates and cost plans. This can be used to quantify items that are not reflected in measured items such as preliminaries, overhead and profit, professional fees etc.


NEW RULES OF MEASUREMENT 2

NRM 2 was published in 2012 and it provides a detailed guidance on measurement and description of building works for the purpose of obtaining a tender price. It acts as a direct replacement for SMM7. NRM2 covers rules that address all the aspects of Bill of Quantities, details, and deals with the quantification of non-measurable work items.


NEW RULES OF MEASUREMENT 3

NRM 3 was published in 2014 and it consists of an approach to cost planning of maintenance work, it provides details on how a building can be operated and maintained. It provides the basis for standardising asset surveys creating maintenance database and forms link to BIM with maintenance.
